Deletion of Civil Local Rule 41.2B

The Civil Local Rules have been revised to delete former Local Rule 41.2(B) (Failure to Effectuate Service of Process) and adjust numbering accordingly.  Local Rule 41.2(B) was deleted as redundant with Fed. R. Civ. P. 4(m).
